About this report
Within the existing national debate on use of our water resources, considerable attention has focused on development of more efficient trading markets for water entitlements as a means of achieving water efficiency.
With particular focus on the Murrumbidgee Valley, this paper examines why the continued focus on regulatory reform to water entitlement trading markets may be insufficient by itself to encourage private sector investment in water efficiency infrastructure projects.
This brief review will then form the basis for recommending particular courses of action that are most likely to yield sustainable, cost-effective results.
