Preamble
The Commonwealth and the State of Victoria:
- Recognise the need for action to address salinity and water quality problems in Victoria which are affecting the sustainability of agricultural production, the conservation of biological diversity and the viability of infrastructure and regional communities.
- As signatories to the Intergovernmental Agreement on a National Action Plan for Salinity and Water Quality ('IGA'), the Commonwealth and Victoria have committed to an action plan to motivate and enable regional communities to use co-ordinated and targeted action to :
- prevent, stabilise and reverse trends in salinity, particularly dryland salinity, affecting the sustainability of production, conservation of biological diversity and the viability of our infrastructure; and
- improve water quality and secure reliable allocations for human uses, industry and the environment.
- Recognise the appropriate and different roles of the Commonwealth, State and Local Governments and regional bodies, including the need to ensure that the outcomes from respective investments are protected and maximised, the need to minimise duplication in roles and responsibilities and to maximise outcomes from within available resources.
- Recognise that implementation of the NAP in Victoria will be consistent with programs and policies for achieving ecologically sustainable development, environment protection and natural resource management.
- Acknowledge that Victoria is working towards these outcomes through the Victorian Salinity Management Framework, the Victorian Biodiversity Strategy and the Regional Catchment Strategies.
- Recognise the active involvement of regional communities as fundamental to effective implementation of the National Action Plan and, in particular, that strong partnerships between Department of Natural Resources and Environment, Victorian Environment Protection Authority, Catchment Management Authorities, the Commonwealth, Water Authorities, Local Government and landcare groups will need to be developed to allow natural resource threats to be identified, solutions to be developed and investment to be appropriately targeted.
- Recognise the existing catchment management framework in Victoria will constitute the foundation for delivering the NAP in priority regions under accredited integrated natural resource management plans and investment strategies, and will serve as the basis for involvement of regional communities in the planning and implementation of natural resource management activities across the State.
- Recognise the existing investment in salinity and water quality outcomes in Victoria, noting Clause 41 in the IGA that the Parties affirm that investment in salinity and water quality through the NAP will be new and additional resources, over and above current funding in this area. Also, recognise the need to expand the information base and build on existing community based frameworks for investment.
