Preamble

The Australian Capital Territory is located within the Murrumbidgee Catchment. The Territory's government is unique in that it performs the functions of both State and Local Government. For the purposes of this Agreement the Territory is to be considered a single region and regional community.

The Territory's government recognises that actions taken within the Territory may have an impact on the surrounding catchment and the Murrumbidgee River downstream of its borders. Similarly actions taken within the Murrumbidgee catchment, upstream and surrounding the Territory, have the potential to impact on the natural resources of the Territory. Accordingly, the Territory Government is intent on working closely with the Murrumbidgee Catchment Management Authority. To this end the Territory has developed an accredited Integrated ACT Natural Resource Management (NRM) Plan, which recognises the Territory's requirements in managing natural resources within its boundaries, while also ensuring its activities are strategically aligned with those in the surrounding Murrumbidgee catchment.

Alteration of natural river flows, lower quality water run-off from urban areas, vertebrate pests and weeds, waste disposal and loss of biodiversity are recognised as important natural resource management issues within the Territory. Salinity has not been identified as a significant issue within the Territory to date, but the need to understand the potential for salinity and to identify potential groundwater recharge sites is recognised.
