National Market Based Instruments Capacity Building Programme
Government agencies and regional NRM bodies are increasingly using market based instruments (MBIs) to complement the regulatory framework to achieve natural resource management (NRM) and environmental outcomes. MBIs include activities such as auctions and competitive tenders, subsidies and negotiated outcomes.
The Australian Government has appointed the Queensland Department of Natural Resources and Water to coordinate the National Market Based Instruments (MBI) Capacity Building Programme.
This programme will coordinate capacity building projects to enable a nationally recognised and standardised framework for MBI deployment. This will be achieved through:
- consolidation and synthesis of existing researcher and practitioner experiences and information; and
- management of this information to maximise access by policy and implementation staff.
It will establish
- a consistent knowledge platform to ensure the key principles for using MBIs to achieve environmental and NRM outcomes on private land are understood; and
- a shared understanding of desirable institutional arrangements for functional MBI schemes.
This will minimise duplication of activities with existing MBI projects being implemented by state jurisdictions and ensure that decision-makers can identify when to use a market based instrument to provide a solution to a specific problem. It will also establish arrangements to help people access the design expertise, science and other advice they require to implement MBIs.
This one year programme will deliver a number of capacity building tools for regional NRM bodies and government department staff. Tools to be delivered include:
- Practitioners Network
- Web site
- MBI capacity building facilitation and seed money
- Case studies
- Fact sheets
- Decision support tool
- Metrics and definitions
- Training packages
- Regional workshops.
